The price is indicated without bank commission. In the case of issuing a passport in the form of a card instead of a lost or damaged one, a State duty in the amount of UAH 34 is payable.

The service of issuing a passport of a citizen of Ukraine with a contactless electronic medium in the form of an ID card

According to the legislation of Ukraine, every citizen of Ukraine who has reached the age of 14 is obliged to obtain a passport of a citizen of Ukraine.

The passport of a citizen of Ukraine is a document that certifies identity and confirms the citizenship of Ukraine.

The passport is produced in the form of a card containing a contactless electronic medium.

Documents for registration are accepted on the basis of a personal application to passport service centers and regardless of the person’s registered place of residence.

The passport is issued:

  • from 14 to 18 years old — for 4 years;
  • from the age of 18 — every 10 years.

Deadlines for passport production:

  • no later than 20 working days;
  • no later than 10 working days.

The term for issuing a passport for the first time (from the age of 14) is 20 working days.

List of required documents

Issuance of a passport of a citizen of Ukraine on a contactless electronic medium in the form of an ID card after reaching the age of 14:

  1. Birth Certificate;
  2. Passport of a citizen of Ukraine of one or both of the parents;
  3. Certificate of residence registration (if available).
  4. RNOCPP or notice of refusal to accept it (if available)

* A person aged 14 to 18 years who has a registered place of residence — when issuing a passport, may, if desired, submit an application for obtaining an RNOCPP with subsequent reflection in the passport.

Issuance of a passport of a citizen of Ukraine with a contactless electronic medium in the form of an ID card:

  • in exchange for a 1994 model passport (attainment of 25/45 years of age);
  • in exchange for a 1994 model passport (upon request);
  • in case of lost/stolen passport:
  • in case of expiration of the passport;
  • in case of information change;
  • in case of detection of an error in the information;
  • if the passport is unfit for further use;
  • in case of assignment of RNOCPP or notification of refusal to accept it.

List of documents:

  • Passport of a citizen of Ukraine;
  • Documents confirming the circumstances in connection with which the passport is subject to exchange (marriage certificate/marriage dissolution/name change/court decision on divorce);
  • RNOCPP or notice of refusal to accept it (if available);
  • Certificate of residence registration (if available).
  • Extract from the Unified register of pre-trial investigations (in the case of passport theft).

*If a person received a passport of a citizen of Ukraine of the 1994 model in the territory that is currently not under the control of Ukraine (individual areas of Donetsk, Luhansk Oblasts and Crimea AR) — additionally submit all available documents, including documents containing a photo of the person, which make it possible to identify such a person

Issuance of a passport

When issuing a passport, a verification procedure is carried out.

*The presence of the person in whose name the document was issued is mandatory.

If a citizen does not receive a passport within three months from the date of its receipt at the «Passport Service» center, the completed document is returned to the territorial division of the State migration service for further storage.

If the applicant does not receive a passport within two years from the date of its issuance, it is destroyed in the territorial division of the State Customs Service. At the written request of the applicant, the term of keeping the passport can be extended up to three years from the date of its issuance.

Transliteration in the passport:

Writing the name and surname of a person in Latin letters can be done according to:

  • writing in previously issued documents proving identity and confirming Ukrainian citizenship;
  • documents confirming the fact of birth*;
  • name change certificates*;
  • certificates of conclusion or dissolution of marriage*.

*Documents issued by the competent authorities of a foreign state and legalized in accordance with the procedure established by law (unless otherwise stipulated by international treaties) are submitted with a translation into Ukrainian and notarized.

Writing a person’s last name in Latin letters can be done according to:

  • writing the surname of her child/parents (or one of them);
  • writing the last name of one of the spouses in their previously issued passports;
  • including in the foreigner’s passport documents issued by foreign countries, if the child/parents/one of the spouses are foreigners or stateless persons)*. The document is submitted with a translation into Ukrainian and notarized.
